Microsoft released KB4598299 Cumulative Preview update for .NET Framework 3.5 and 4.8 to the public.
This update applies to Windows Server 20H2, Windows Server 2004, Windows 10 2004, x64, x86, ARM, and Windows 10 20H2, x64, x86, ARM.

Changes in this Update:
|– Addresses an issue where after installing the update released on October 20th, some ASP.Net applications fail during precompilation – likely with a message that contains the words “Error ASPCONFIG.”|
